According to the NITI Aayog Recruitment 2023 Official Notification, the Closing Date for the Willing and Eligible Candidates is the 60th Date post issuance of the Same.
Accordingly, the Professionals Applicant On Deputation (Including Short Term Contractual) Basis and Contractual Basis should apply following the Instructions explained here.
